Un coupe-circuit Forex n’existe pas sous la forme que connaissent les actions am\u00e9ricaines : il n’y a aucune bande de prix officielle qui interrompt la cotation d’une paire de devises. Aux Etats-Unis, le m\u00e9canisme Limit Up-Limit Down, approuv\u00e9 par la SEC, emp\u00eache au contraire une action cot\u00e9e de s’\u00e9changer en dehors d’une fourchette calcul\u00e9e sur les cinq derni\u00e8res minutes. Le 15 janvier 2015, ce type de frein a cruellement manqu\u00e9 sur l’EUR\/CHF, quand la Banque nationale suisse a mis fin au cours plancher sans aucune pause de cotation pour amortir le choc.<\/p>\n\n

Ce que fait r\u00e9ellement le m\u00e9canisme Limit Up-Limit Down sur les actions<\/h2>\n

Le LULD est d\u00e9crit par le r\u00e9gulateur am\u00e9ricain comme un outil de mod\u00e9ration de la volatilit\u00e9. Selon Investor.gov, \u00ab\u00a0The Limit Up-Limit Down circuit breaker (LULD) is a market volatility moderator designed to prevent large, sudden price moves in a stock\u00a0\u00bb<\/a>. Concr\u00e8tement, une bande de prix est recalcul\u00e9e en continu \u00e0 partir de la moyenne des transactions sur les cinq derni\u00e8res minutes, et aucun \u00e9change ne peut se conclure en dehors de cette bande. La SEC pr\u00e9cise que le m\u00e9canisme \u00ab\u00a0is intended to prevent trades in individual securities from occurring outside of a specified price band\u00a0\u00bb<\/a>. Ce frein s’applique \u00e0 des actions cot\u00e9es sur un march\u00e9 organis\u00e9, avec un carnet d’ordres centralis\u00e9 et une chambre de compensation qui peut suspendre les transactions.<\/p>\n\n

Pourquoi la structure du march\u00e9 des changes exclut ce type de protection<\/h2>\n

Le march\u00e9 des changes ne fonctionne pas sur ce mod\u00e8le. C’est un march\u00e9 de gr\u00e9 \u00e0 gr\u00e9, o\u00f9 le client n\u00e9gocie directement contre son teneur de march\u00e9, sans carnet d’ordres central comparable \u00e0 celui d’une bourse d’actions. Le r\u00e9gulateur am\u00e9ricain des march\u00e9s d\u00e9riv\u00e9s le r\u00e9sume ainsi : \u00ab\u00a0customers trade only against their dealers in over-the-counter trading. When a customer buys, the dealer is the seller; when a customer sells, the dealer is the buyer\u00a0\u00bb<\/a>. Sans infrastructure centrale capable d’imposer une bande de prix uniforme \u00e0 tous les participants, il n’existe pas d’autorit\u00e9 en position d’arr\u00eater la cotation d’une paire de devises de la m\u00eame fa\u00e7on qu’une bourse suspend une action. Chaque teneur de march\u00e9 ou courtier CFD peut fixer ses propres r\u00e8gles internes de gestion du risque, mais rien d’\u00e9quivalent au LULD ne s’applique \u00e0 l’ensemble du march\u00e9 des changes.<\/p>\n\n

Le choc du franc suisse du 15 janvier 2015, un cas sans filet<\/h2>\n

L’illustration la plus document\u00e9e de cette absence de protection reste la d\u00e9cision de la Banque nationale suisse. Le 15 janvier 2015, l’institution a annonc\u00e9 l’abandon imm\u00e9diat du cours plancher qui limitait l’appr\u00e9ciation du franc face \u00e0 l’euro. Le communiqu\u00e9 officiel, relay\u00e9 par la Banque des r\u00e8glements internationaux, l’\u00e9nonce sans ambigu\u00eft\u00e9 : \u00ab\u00a0The Swiss National Bank (SNB) has decided to discontinue the minimum exchange rate of CHF 1.20 per euro with immediate effect and to cease foreign currency purchases associated with enforcing it\u00a0\u00bb<\/a>. Un compte-rendu journalistique publi\u00e9 le jour m\u00eame rapporte l’ampleur du mouvement qui a suivi : \u00ab\u00a0The Swiss franc appreciated immediately by almost 30 percent against the euro, breaking past parity and trading at 0.85 francs per euro before dropping back to about 0.98 in later trading\u00a0\u00bb<\/a>. Sur une action am\u00e9ricaine, un mouvement de cette ampleur aurait d\u00e9clench\u00e9 l’arr\u00eat du LULD bien avant d’atteindre une telle variation. Sur l’EUR\/CHF, aucune bande de prix n’a interrompu la cotation.<\/p>\n\n
